determining why one property is allowed farm animals and one is not. Aren’t both these addresses within City Limits?

I will try to anwer you question or at least provide you with some additional resources.
The current map showing the Poulsbo City limits and the UGA boundary can be found at:

The property at 19368 Noll Rd. NE is clearly on the North side of Noll Rd and according to the map, this is outside the City Limits and also outside the boundaries of the current UGA (Urban Growth Area) and it is Zoned RL
The property located at 17870 Noll Rd. NE, Appears to potentially be located within the City Limits of Poulsbo, but one site I went to said it is City Zoning, and one said it is UL which also implies that it is within city limits, but I can see where it is confusing for this property, if you are familiar with it, you may be able to tell which parcel it is and identify it on the map.
If you have continuing questions about the property located at 17870 Noll Rd., I would recommend calling the Kitsap County Dept. of Community Development at 360-337-5777 Mon-Thurs during business hours and ask them to identify the location.
